The Rocking Rollover Leagues

Rules


Overview

Rocking Rollover Leagues are a game of skill, each League 12 Teams: 3 Divisions, 4 Teams each. During the Regular Season (Weeks 1-13) Teams play each other Head-to-Head according to a League Schedule. Owners carry a Roster of (no more than) 18. Each week Owners designate “Starters” according to League positional requirements and these Starters are awarded points based on their performance according to the Rocking Rollover League’s scoring system. This determines Winners and Losers of each game, compiles a Win-Loss record which determines Standings. Six Teams (3 Division Champs and 3 “Wild Cards”) advance into Playoffs, a single-elimination Tournament spanning Weeks 14, 15 and 16 to determine League Champion.

Line-Ups

Each week each Team must field a Starting Line-up of (not less than):
1 Quarterback
2 Running Backs
3 Wide Receivers
1 Tight End
1 Kicker
1 Defense / Special Teams

Each week a Team is playing the Owner can make Line-up Changes. Owners must submit Line-ups electronically through the League’s computer system prior to each player's Game Time each week, designating Players on their Roster who are “Starting” and therefore eligible to score points. The computer system will not accept partial Line-ups. A Player’s status may not be changed once the game in which he is playing has started, at which point he is "Locked" either Starting or Not Starting.

Owners must select a Starting Line-up prior to the start of Game Time for his players in Week One. After that, once a Player has been designated a Starter he will remain so until his status is changed, meaning if an Owner does not update his Line-up the electronic system will automatically use previously designated Starters.

It is the responsibility of the Team's Owner to make sure his Line-up is valid and correct. This is especially crucial when Owners must decide between players competing in Late Games versus players starting in Early Games. Players are Locked at their Game Time, either Starting or Not Starting. There can be no exception for any reason.

Rosters

Through the Season each Team is required to maintain a Roster of no less than 15 and no more than 18 Players. These Players may be of any combination of Positions, however Owners are required to field the previously designated Starting Line-up each week.

Roster changes are allowed during specified periods through the year, including Trades and Waivers. A Trading Deadline goes into effect at Game Time on Week 11. Waiver activity is suspended after Week 12.

Obviously, Roster Requirements are relaxed through the Off-Season, when Owners are only Required to keep one player at each Position.

There is no Injured Reserve.

Draft

Teams in a Rocking Rollover League will be formed initially through an e-mail “Serpentine” Draft. Draft Order for the initial Draft of a League will be determined by The Commissioner through drawing lots. In succeeding years the Draft Order will be determined by the Teams’ standing from the previous year, the Team with the worst record selecting in the #1 Slot of the First Round, the League Champion selecting in the #12 Slot of the First Round, and so on.

This e-mail Draft will be conducted through The League’s automated computer system, which will generate e-mails to Owners in the League after each pick, update Draft reports and Rosters. It is each Owner’s stated and specific responsibility to maintain proper electronic communication, monitor all electronic medium through the Draft process. The Rocking Rollover Leagues are not responsible for delays and/or other complications inherent to Internet communications. We have redundant systems in place. Owners should check e-mails and the League Draft Report on a regular basis, make sure they allow themselves sufficient time to submit a valid selection.

Each Team will be allowed 12 Hours for each Selection, however this time limit can be shortened by The Commissioner if he determines the Draft process is taking too long.

The initial Draft will be 18 Rounds. Owners may Draft however many Players they wish at any position, but they must fulfill the requirements for a Starting Line-up each week.

If the timer expires and an Owner fails to make a Draft Pick within his allotted time period that Owner forfeits his pick for that Round. No exceptions. Owners who skip or forfeit a pick will receive make-up picks at the end of the Draft to complete their roster.

Please note The League’s electronic computer system allows Owners to make “Pre Draft” Selections. Owners who wish to, and Owners who may have problems making their selections in a timely manner, are encouraged to utilize this system. You can pre-program your entire Draft if you wish, though that is unwieldly, but you can also enter a short list of Players as your Pick approaches.

Trades

Trading Players and current Year's Draft Picks are allowed in The Rocking Rollover Leagues. For New Leagues just forming through their Initial Draft Trading (of Players only) will be activated once said Initial Draft has concluded. For established Leagues, Trading will be activated once a Team has been purchased for the upcoming Season. There will be no Trading of future Draft Picks. Trades can be proposed and accepted between Team Owners using The League’s electronic computer system, however once Owners agree Trades do not become official until they are approved by The Commissioner. The only criteria under which The Commissioner can disallow a Trade is if (in his opinion) it compromises “the integrity of the competition.” The Commissioner has the authority to ask for a vote between Owners (with each Team representing One Vote under simple majority rule) before approving or disallowing any “questionable” trades.

If an Owner or Owners believe a Trade or The Commissioner’s Ruling on a Trade compromises the integrity of League competition they may file a Protest. This Protest must be lodged within 72 hours of the League e-mail notifying League Owners of the Trade, or in the case of The Commissioner Ruling against a Trade, within 72 hours of the e-mail to the Owners involved informing them of the negative Ruling. Any such Protests shall be decided by a vote of the League Owner’s, with each Team representing One Vote and simple majority rule. It requires a majority of League Owners’ to Reverse a Trade or a Trade Ruling by The Commissioner.

Players involved in a Trade may not be played by their respective new Owners until the Trade is approved. Owners must remember processing Trades requires an indeterminate time and take this into consideration. Every effort will be made by The Commissioner to process Trades in a timely manner, however The Commissioner, the Management of The Rocking Rollover Leagues and The League involved in general have no responsibility and/or liability in the processing of Trades whatsoever. This will, of course, be even more important in questionable and possibly disputed transactions. If The Commissioner Rules to disallow a Trade that Trade shall not become official until any subsequent Protest is resolved.

Should The Commissioner approve a Trade which is subsequently Protested and reversed by The League Owners, the scoring in any games affected by the Trade which might have been played will be re-calculated and their results adjusted accordingly.

Trades do not have to be even swaps for the same number of players, however any Roster inbalances they create must be resolved before a Trade becomes official.

“Renting” players will not be allowed. A Team who Trades a Player may not acquire that Player again (via Trade) for Seven (7) Weeks. Owners will be allowed to acquire that Player again through Waivers, however The Commissioner has the authority to intercede into a Waiver acquisition if he feels it is compromising the integrity of the competition.

A Trading Deadline goes into affect at 1:00 p.m. EST on Week 11.

Waivers

There will be a Free Agent Waiver Draft each week after The Season begins administered exclusively through The League’s automatic on-line computer system. Owners are allowed to enter Waiver requests between 2:00 a.m. EST on the Tuesday following the previous week’s games and 11:45 p.m. Wednesday.

The lowest Team in the Standings (according to League Standings and Tie-Breaking Parameters) will receive first pick in the Waivers, the second Lowest will receive second pick, and so on. The Waiver Draft will go from picks 1-12 for Four (4) Rounds.

The computer system will not accept Waiver requests which do not fall within Roster requirements. Usually a Player must be dropped in order for a Player to be acquired. It is The Owner’s responsibility to make sure Waiver requests comply with requirements and are submitted correctly through the League’s on-line computer system. Should said Waive request not comply with Roster requirements or be submitted correctly the Waiver selection will not be made and the Owner shall have no subsequent recourse.

After the weekly Waiver Draft Free Agents may be acquired on a First-Come, First-Served basis through the League’s on-line computer system. First-Come, First-Served Waivers ends at Kick-off of that Week’s Games.

Waivers will be suspended after Week 12.

Weekly Head to Head Match Play

During the Regular Season (Weeks 1-13) each week each Team will play another Team in the League Head-to-Head according to the pre-determined League Schedule. These Head-to-Head games will result in either a Win, Loss or Tie.

Standings

Standings shall be computed using the following criteria and tiebreakers: First, Overall Winning Percentage; Second, Total Points Scored; Third, Head to Head; Fourth, Division Winning Percentage; Fifth, Coin Toss.

Playoffs

Six teams (3 Divisional Champs plus 3 “Wild Cards”) will advance into The Playoffs, a single-elimination Tournament spanning Weeks 14, 15 and 16 to determine League Champions. Division Champions will be seeded 1-3 according to League Standing and Tiebreaking parameters. The Wild Cards will be the Three Teams after the Division Champions with the next best records according to League Standing and Tiebreaking parameters, and they will be seeded 4-6 accordingly.

Round 1: Seeds 4 vs. 5; 3 vs. 6.
Round 2: Seed 1 vs. the Lowest Remaining Seed; Seed 2 vs. the Highest Remaining Seed.
Round 3: League Championship.

Participation:

$100 Per Team if paid through PayPal.
$95 if paid by check (made out to Terminator Communications)

Awards

League Champion: $400
League Runner-up: $150
Each Division Champion: $75

Bonus Pool: $25 from Each League will be dedicated to a Bonus Pool which will be awarded to the League Champion with the best overall record in all The Rocking Rollover Leagues according to League Standing and Tiebreaking parameters at the end of the Regular Season. Performance in the Playoffs will not considered since some Teams may have a Bye Week, giving an edge to Teams who play and win an extra game. Once all League Champions have been decided the Bonus Pool will be awarded to the League Champion who finished the Regular Season with the best record according to League Standing and Tiebreaking parameters.

Rolling Over

In The Rocking Rollover Leagues teams keep a total of six players from each year, one player from each position: QB, RB, WR, TE, K, Defense. The rest are cut and go into the Draft Pool.

A 12 Round e-mail Serpentine Draft will be held prior to the next year’s Season.

Draft position is determined by standing from the previous year. The first six selections are awarded to teams that did not qualify for the Playoffs the preceding Season, in reverse order of their final Standings: the team with the worst record picking first; the team with the second worst record picking second; and so on. Teams who qualified for the Playoffs are awarded picks 7-12 determined by how far they advanced in the Playoffs, then by League Standing and Tiebreaking parameters: the League Champion, Pick 12; League Runner-up, Pick 11; and so on.

Teams will maintain their entire Roster through the Off-Season and can Trade Players once Leagues are opened for the following year (which should be sometime early the succeeding May) and Fees are paid by the Team’s Owner to participate in the new season.

Teams can also Trade Draft Picks in the upcoming Draft, however Draft Picks must be Traded in equal numbers. In other words if an Owner is trading his First Round Pick for another Owner’s Second and Third, he must also throw in his Final Round Pick as well.

There will be no Trading of future Draft Picks.

At some point to be determined in late July or early August Owners will be required to submit a list of their “Keepers.” The rest of the players on their Roster will go into the Draft Pool.

Year to year all relevant dates will be determined when The Leagues open in May. At that point a League Calendar will be posted listing the Deadline for submitting Keepers, the date the e-mail Draft begins, etc.

Electronics, Digital Medium & The Internet

The Rocking Rollover Leagues are an exercise of skill specifically running through electronic medium. Internet access is required. By participating all parties therefore stipulate and agree to be bound by factors and considerations inherent n this process. The online computer system contracted by The Rocking Rollover Leagues will be our game’s official timekeeper and scorekeeper. All Line-ups, Waiver Requests, Trades and other relevant League communications must be submitted electronically through the computer system. It is the stated and specific responsibility of each Owner to make sure all Line-ups, Waiver Requests, Trades and other relevant League communications are submitted properly through this system. The Rocking Rollover Leagues will be held harmless of any and all liability resulting from problems or disputes arising from quirks, foibles and limitations of the electronic medium. It is each Owner's stated and specific responsibility to make sure The League has proper contact information and functioning e-mail address. The Rocking Rollover Leagues cannot and do not guarantee the delivery of any electronic communication. Any Owner who attempts to sabotage, tamper with and/or manipulate said computer and electronic system will be removed from The League immediately. The Rocking Rollover Leagues and Terminator Communications, LLC reserves the right to seek damages to the fullest extent of the law.

Stuff We Really Shouldn’t Have To Say

The Primary Responsibility of The Commissioner and participating Owners in any Rocking Rollover League shall be to INSURE THE INTEGRITY OF THE COMPETITION.

Each League is basically it’s own democracy within itself, with simple majority rule. Contested issues shall be decided by a vote between Team Owners, with each Team representing One Vote. Rulings by The Commissioner can be overturned by a majority vote, though The Commissioner reserve the right herein to pout and be childish if he doesn't get his way.

Owners may not own more than one Team in any League.

Owners may not use any offensive language in any League communications.

“Throwing” games will not be allowed. All Owners agree to act in good faith and sportsmanship. Collusion between Owners which will (in the determination of The Commissioner and then the majority of the League’s Owners) affect the integrity of the competition will not be allowed.

Obvious attempts to “dump” valuable Players, “water down” a Team, thereby cause an inequal distribution of talent through the League will not be allowed.

Remedies will include but not be limited to disallowing trades, negating Player moves, re-calculating scores, reversing game outcomes, expulsion from the League. The Commissioner is empowered to take over any Team in the League under exigent circumstances. The Management of Rocking Rollover Leagues reserves the right to exclude and/or remove any party or parties from The Leagues.

Team Owners sometimes encounter emergencies in their personal lives. In such cases The Commissioner will have the authority to step in, manage this Owner’s team, or appoint an Interim Manager. Should any Owner encounter situations which prevent them from managing their Team they should contact The Commissioner and/or designate an Interim Manager. Of course, this is not always possible, however if League Owners notice an absence of activity on the part of another Owner they should bring it to the League’s attention.

Intrinsic in the process running “Rollover Leagues” is the creation of “Orphans.” Orphaned Teams will be offered For Sale, however, should there be an excessive number of “Orphans” in any League The Management of The Rocking Rollover Leagues reserves the right to disband that League, giving refunds to any Owners who might’ve paid. In the absence of an Owner Orphan Teams shall be managed in the interim by The Commissioner, who is thus empowered to make any decisions required under whatever circumstances may transpire.

All sales final. Refunds shall not be offered nor given except in the limited circumstance cited in the previous paragraph. Specifically, refunds shall not be given to any Owner who is expelled from and/or quits a League. The total maximum liability of The Rocking Rollover Leagues and Terminator Communications, LLC shall not exceed the amount contributed by any individual.
